Walker was born in Pennsylvania, Philadelphia. She has African American heritage and is an American national. She is the daughter of Harvey Welker a Native American father and Julie Welker an African-American mother. Her mother is an agent for real estate, and her father is a graduate in engineering. Her graduation from Germantown Friends School in the city of Germantown in Philadelphia's Germantown neighborhood, in the year 1994. After that, in 1998, she graduated in 1998 from Harvard College with a Bachelor's degree. Welker is married for over 20 years to John Hughes who is a prominent marketing director for Merck Philadelphia. John and Sheila have two kids. The couple started an affair during 2014, when they were together. John her husband is four years less than her. The relationship was enjoying itself which is why they chose to stay in touch. On the 4th March 2017, they were married. Their wedding ceremony took place in Philadelphia Pennsylvania. The ceremony took place in The Hyatt in Philadelphia. A tiny group of friends and family members were invited. A total of 300 people were invited.
